At around 11:13 pm, Minot Police responded to the parking lot at Herslip Management on the report of a young child left unattended in a Motor Vehicle. A witness told officers that an adult male left a young child unattended in a vehicle and returned to the fairgrounds. The witness waited but when the male did not return, the witness called police. Officers observed the four-year-old child was left unattended in an unlocked motor vehicle. Police received a description of the male and were able to further identify suspects pursuant to an investigation. Police began searching the fairgrounds and approximately an hour after the initial report, located the mother and her boyfriend on the fairway of the fairgrounds. Both Tatiyana Brown (age 22-Manitoba) and Cortez Osbourne (age 24-Montana) were arrested and charged with Child Neglect (Class C- Felony) and transported to the Ward County Jail.
